Canon: Marvel Cinematic Universe
Canon Point: Captain America: Brave New World, during his fight against the Red Hulk when the kinetic blast knocks them both out and buries Sam under rubble.

Canon Abilities: Sam is a normal human with no special power, but he does possess some specialised training:
Pararescue:
Sam has received the nearly two year gruelling Air Force PJ Training, also known as "Superman School" that includes training from multiple military branches and is designed to cover a wide range of special ops and rescue skills. Pararescuemen are combat medics that are dispatched into the field to rescue injured soldiers in a wide variets of situations. The training includes the following courses according to the US Air Force: Basic Military Training, Special warfare Preparatory, Assessment and Selection Course, Special Warfare Pre-Dive and Combat Dive Course, Airborne School (Parachuting), Military Free-Fall Course, SERE Training (Survival, Evasion, Resistance and Escape), various Paramedic/EMT courses.
Paramedic/Combat Medic:
As part of his pararescue training, Sam is able to provide on-site emergency medical care.
Flight/Pilot:
Outside of his parachute/skydiving training, Sam is shown competently handling aircraft familiar to him. Most of his flight prowess is depicted with the EXO-7 FALCON wingsuit and follow-up models, a combination wingsuit and thruster pack that keeps its pilot airborn. Sam is extremely fast and agile with this. Canonically, the EXO-7 was still a prototype, with only Sam Wilson and his wingman Riley piloting the suits, implying they'd been testing the FALCON suits mark 1 through 6 as well. later, Stark Industries would improve on the prototype design, and at his current canon point, Sam as Captain America has instead received a new take on the suit as designed by Wakandan technicians.
Martial Arts/Acrobatics:
As part of his unique training and later combat outings as the Falcon and becoming Captain America, Sam has developed a unique fighting style. Trained in aerial and unarmed combat, his style includes a combination of firearm improvisation, flight maneuvers and modern army combat styles that are influenced by elements from Muay Thai, American Boxing and Taekwondo, relying on fast and acrobatic maneuvers over brute strength, often employing kicks boosted by momentum and his thrusters over punches. Additionally, in order to handle the shifting equilibrium of his fast flight speeds, Sam trains hard to be nimble and acrobatic. In addition to regular runs, we see his training including acrobatics to keep his body in constant, fast motion.
Marksman:
While mostly seen using the retractable sidearms of his former Falcon suit, Sam has been shown using a variety of firearms with skill and accuracy, as befits his military training. Additionally, he's trained to use the vibranium shield offensively as well as defensively, throwing it with great skill and accuracy.
Engineering:
Sam performs maintenance and calibrations both on his wingsuit as well as his drone in between missions, not trusting specialised professionals over his own skills. He's also seen doing repairs on his family's boat.
Languages:
Sam speaks English, Arabic, Spanish and Japanese. Given his NOLA based upbringing, it's safe to assume he knows some French too, as well as some rudimentary Vietnamese due to his neighbour in Delacroix speaking in Vietnamese to him and his family on occasion..
Fishing/Cooking:
Sam has spent his childhood and youth working on a fishing boat and for his parents' seafood business. He has reasonable skill at fishing and handling fishing related tools, can be seen fixing nets, is comfortable on boats, and has a good grasp of cooking especially surrounding seafood.
Inventory: What items does your character have with them?
Captain America Wingsuit: A light combat/flight suit that includes a jetpack with retractable, flexible vibranium wings that allow Sam to fly at great speeds and with pin point precision while maintaining maneuverability. The wings can be used as blunt force weapons, and are strong enough to break into asphalt. The wings can slice through metal, depicted as cutting fighter jets and cars apart. The wings have also been enhanced with the Black Panther's kinetic energy storing capabilities, absorbing the force of impact and allowing that energy to be released in a blast wave. The wings also include sharp metal feathers that Sam can shoot at enemies. The suit also includes combat goggles that can fold into a nano-tech full face helmet. The goggles enhance the wearer's vision, allowing to zoom in and track objects beyond human eyesight ability, tracking heat signatures and foot prints, as well as a wrist monitor that interfaces with redwing for control and battlefield overview.
Captain America's Shield: A vibranium shield impervious to most damage from regular human weaponry, can be thrown and bounced off solid objects, becoming a versatile hand-held offensive and defensive tool
Recon/Combat Drone (Redwing): recon and combat drone, includes extensive scanners, projectile grappling handcuff line, twin machine guns mounted on the wings, a small missile launcher in the center, a high powered laser that with time can cut through metal within reason, as well as electric charges that can temporarily stun/knock out human beings. Redwing is able to split into two separate pieces to split up fire power, with only the central piece retaining recon functionality. Redwing responds to input from Sam's wrist controls as well as verbal input from Sam.

Sam Wilson is not afraid to die. In fact, he acknowledges that doing what he does, he might well die, and that knowledge never slows him down. He's been surrounded by death all his life, growing up in a family steeped in personal losses, from his grandparents, to his aunt, his parents, and years down the line his brother in law. He lost his best friend Riley in the Air Force, and in the years since has lost countless other friends and team mates to death, from Vision to Wanda to Tony to Steve to Natasha to Karli Morgenthau to Dennis Dunphy, and very nearly Joaquin Torres. Sam is burdened with survivor's guilt, and with carrying on the legacy of those who came before him, a heavy burden that is thrust upon him, and that at the same time he carries with him. Perhaps this is what makes him so reckless, snapping his wings open a little too close to the ground, flying dangerous maneuvers without fear, and placing himself between danger and anyone he can protect and save. Add to that the fact that he has already died and only feels drowning guilt for how this affected his family, rather than himself, and this is a man defined by his own survival, his losses and the ability to face danger far beyond himself with nothing more than an emphatic "Shit, I might die" before deciding to fight anyway. His own death, after all, does not phase him. It's everyone else whose deaths and near deaths rip him apart over and over again.
Core traits of Sam's personality are perhaps best summed up in the pararescuemen motto: "These Things We Do, That Others May Live". Sam is a man dedicated to helping others and doing what he believes to be right. Sam is ready to extend a helping hand, empathy and understanding - sometimes even to those who oppose him and seek to do him harm, willing to hear others out and stick up for the little people, the disenfranchised, the ones left behind by the world. He's ready and willing to put himself in harm's way for the right people - this can included opponents. We see him, time and again, remain calm in the face of opposition, but also willing to consider why people around him are doing what they're doing, and meet them halfway, whether they oppose him or not. He believes that if he can't at least try to see the good in someone else, he's already lost the battle. And beyond that, he builds community and common ground with likeminded people, gaining their approval, respect and adoration in his role as Captain America, his charm getting him into the position to keep showing up for others. Sam is not a deeply unserious man, but he does know how to lighten things with a joke, enjoys teasing his friends, and lending a shoulder to those who need it.
Some might consider Sam Wilson a prideful man. He is not vain, but he does take care of himself, in no small part because he needs to be in peak physical condition to do what he does. But part of his persona comes with a certain cocksure energy about himself and his place in the world. Sam has to front a pride in himself that he doesn't always feel, a conviction that he needs other people to believe in even when he himself doesn't. Sam canonically does not consider himself good enough, he does not even feel like he will ever just be *enough*, but those are emotional vulnerabilities he does not show the world. To the world, he'll say "damn right I'm Captain America" with pride, even when he feels like he's failing, or that nobody else will consider him good enough. He exudes a confidence in himself and his choices that he doesn't always feel, but knows the importance of being a steadfast, unshakeable symbol to those around him. His true pride lies not so much within himself, but in his own ways of adapting to adversity through the community he builds around himself, the roots from which he comes, through outsmarting and outlasting threats, through always trying to do the right thing, especially when it's hard, and adapting to the curveballs his turbulent life throws at him.
A defining moment from Sam's past is the fall of his best friend and partner, Riley, back when they were both pararescue in the Air Force. Sam had to watch Riley get shot out of the sky. In his own words, he didn't see the point in continuing to serve afterwards, to continue a fight he didn't believe in, under orders and authority of people he didn't deem worth following. This defining moment has shaped his life, because in leaving the Air Force, he becomes a counsellor for veterans, putting himself in service of those who need empathy and help. He thrives without orders, and it's that freedom that leads him to the choice to help Captain America, and to eventually become an Avenger, joining causes only when he believes in them, and pushing back on authority that needs to be questioned or even opposed time and again. Sam keeps a photo of Riley in his headquarters as Captain America, like a constant reminder of what he lost, what he stands to lose. And when Joaquin Torres is shot out of the sky just like Riley was, Sam immediately begins questioning his own judgment, if the place he finds himself in is right, and if he's doing the right thing. For all that Sam seems steadfast in himself, it is the fall of the partners closest to him that rattles him to the core, and can heavily impact his choices. Sam's not afraid to fall - but if those around him and closest to him do he is left reeling.
Sam seems like his emotions are an open door, but that's not the case. While being open towards others and always keeping the door open for them to open up to him, Sam rarely if ever opens up about his own feelings, trauma and needs. Even close friends are left in the dark about much of his inner life. Patient with others far beyond what many would put up with if he considers a person worth it, Sam can and will be hurt by others, letting them close but ever kept at arm's length without getting pushed away - and often without noticing that's what he's doing. This is in part because he needs to keep the door shut on his own emotions in order to be able to gain a seat at the table and keep the door open for others like him who are striving for the same. Sam is able to remain level-headed and firm without portraying the full extent of the anger or hurt he might feel, often willing to diffuse a situation with humorous remarks, teasing and bantering for other's sake over raising his own voice. True anger leads to him shutting others out more than it does to him raising his voice, because he knows that he's not afforded the luxury of fully opening himself up emotionally.

3) Yes, but they either have no ability of their own, or they refuse to trade theirs away; they will buy their court's ability on credit.
This comes with a bit of a request/caveat. I don't think Sam would accept any deal for an ability. He's been firm that he wouldn't take super soldier serum even if it were offered to him. He sees no need to enhance himself, much less through a deal he doesn't know the cost of. However, if he ends up in Autumn, I'd love if there could be a scenario of him either inadvertently agreeing to a credit purchase without realizing it, or otherwise making the deal without consciously being aware of it, without realizing that it happened until down the line. If in Summer or Dawn, I'm happy to pass on the power/credit.
If the mods would like to do a shenanigan, I'd also ask if in the case of Autumn, some unusual shenanigans could take place with his power. Sam comes into the game with his overpowered little drone Redwing that he's very attached to. Now we could nerf that through fey shenanigans regarding tech, but I'd like to propose a court power shenanigan. Perhaps instead of Sam transforming into animals, Redwing can transform into animals, with Sam able to have some form of connection/control in order to retain the recon function of the drone but lose its other capabilities. I'm happy to have Sam be unable to transform himself into an animal to make this happen, and I'm also happen to discuss these shenanigans with the mods, or put other shenanigans based on this base idea into the mods' hands. I just think there's potential for fun here, and I'm happy to figure out to make that work if you guys are generally open to something in this direction and if Sam ends up in Autumn. If it's a no, that's also perfectly fine of course. In that case, I'd still be interested in Sam accidentally without realizing making a deal and have it manifest sometime down the line.

Physical Affection: Sam's somewhat tactile. Brief hands on arms and shoulders or backs are chill, but anything big like hugs he prefers to keep to people he knows better.
Physical Violence: Sure. Sam is a trained and highly skilled fighter in peak physical condition, but he is also just a normal human being without any powers.
Relationships: Sam is a friendly flirt, but for anything beyond that: He doesn't do casual. That said, very open to CR developments going in a shippy direction. This man deserves to love someone and be loved.
NPC Interaction: Yes
Psychic & Psionic Information: Sam has no powers and therefore no defenses against psychic/psionic powers. Easy reads on him are that he's fundamentally a good man trying to do good things. He cares deeply. He is weighed down by his burdens. he has PTSD and survivor's guilt. He very deeply feels like he's neither good enough nor will other people ever consider him just 'enough'. He's deeply empathetic and will offer others a band-aid while letting himself bleed out.
Magical Information: Just a normal human dude, no magic no nothing. Though he got Thanos snapped into ash and dust, and was dead for 5 years, if that would ping anyone's radar.
Medical Information: Peak physical condition for a regular human in his mid-40s, strong, athletic, highly flexible and acrobatic.
